Didirikan pada masa pemerintahan awal Raja Sejong, drama ini dimulai ketika Shim Ohn (ayah mertua Raja) dan seluruh keluarganya dijebak untuk dieksekusi oleh mantan Raja Taejong. Dua budak muda bertahan hidup dan melanjutkan hidup dengan tujuan membalas dendam atas kematian orang tak berdosa. Sementara Raja Sejong merasa bersalah karena tidak dapat menyelamatkan rakyatnya, ia bertekad untuk menciptakan hangul melalui organisasi rahasia. Namun, hambatan dimulai ketika satu per satu orangnya terlibat dalam pembunuhan berantai.
